A licensed and qualified Network Control Operator
with the proper setup like the one pictured above
has the capability to communication from a portable
location near an incident to any close-by FRS
short range radio and relay messages over a wide
selection of wireless technologies to anywhere in the world.

FRS short range radios can be handed out at an
incident site to anyone without the need of a license
requirement like most other radio systems.
FRS radios do not need to be programmed
making them ideal for easy to use applications.

A GMRS license, Ham radio license, DMR Radio
ID,
with access to the States, National and World Wide
Talk Groups is required to be a NCO of a fully loaded
PECC station.
A lesser provided PECC portable station may
only
require a FRS/GMRS radio with a repeater in range
along side a ham repeater equipped radio for extended
ranges and the proper licensed NCO can be very
useful in a time of need.
